Dockyard Road Improvements Underway Through Private Partnership, Says Hon. Samuel Been
Friday 22nd May, 2026 – Turks and Caicos Islands
Residents in the Dockyard community are beginning to see major improvements to longstanding road issues following a private initiative led by ED7 Member of Parliament Hon. Samuel Been in collaboration with local businessmen brothers Derrado Dean of Arrow Point and Dameko Dean of Waste Management.
Heavy equipment and trucks have been actively working throughout the area, dumping quarry, grading, compacting and smoothing road surfaces to improve driving access and reduce congestion within the Dockyard community.
Speaking during a site visit, Derrado Dean explained that the goal of the project is to make the roads more accessible and easier to navigate for residents and workers who use the area daily.
“Basically, what we’re doing is improving the roadway in here in the Dockyard area,” Dean said. “We fill it with quarry, grade and compact it, water it down and give it a good finish to make the access more drivable.”
Dean also noted that the upgraded roadway will help ease traffic congestion affecting motorists traveling through from Blue Hills he said to Eagle Legal News.
“You notice a lot of these roads in here are congested,” he said. “So basically now what we’re doing is getting the roadways clear.”
Hon. Been thanked Dean and his company for assisting with the project and emphasized that the work was not funded by the Government.
“I’m very thankful to Arrow Point and Dean Waste Management for allowing me the use of the equipment on behalf of the good people of ED7,” Been stated. “No government financing — nothing. From the goodness of their hearts, my heart and my team.”

According to Been, the initiative reflects his commitment to improving communities throughout ED7 regardless of whether government assistance is available.
“We’re going to do our best to continue to fix things whether the government is involved or not,” he said. “Whatever we do is for our people.”
Dean also pledged continued support for community projects and said he would relay Been’s appreciation to his brother, Dameko Dean.
“I’m always ready and willing to help,” Dean said. “I will pass the message on to my brother as well.”
Residents have reportedly welcomed the improvements, with many expressing appreciation for the smoother roadway conditions now taking shape throughout the area.
The project forms part of what Hon. Been described as a wider effort to bring road upgrades to communities across ED7 through partnerships with private-sector stakeholders willing to contribute equipment, manpower and resources.
Regarding concerns surrounding the Cooper Jack road, Been stated that CBMS had initially agreed to carry out repairs, but his team was later informed by the responsible Ministry that a contract for the work had already been awarded elsewhere.
Despite that development, Been maintained that his focus remains on delivering practical improvements to communities within his constituency.
