Eagle Legal News investigation finds growing concern in the Nation’s Capital as businesses report armed hold-ups, police intensify operations and residents question whether recent crimes could be connected

A series of armed robberies targeting businesses across Grand Turk, coupled with the recent murder of Ashanio Robinson, has created growing concern among residents of the Nation’s Capital as police attempt to determine who is behind the violence and whether any of the incidents may be connected.

Eagle Legal News travelled to Grand Turk shortly after the country’s third murder as part of our independent inquiries into Robinson’s killing. While conducting interviews and gathering information surrounding that investigation, our newsroom was able to confirm reports we had been receiving for several weeks concerning a spate of robberies across the island, including incidents in which businesses and their patrons were reportedly confronted by young armed men. Also a male individual was held up and relieved of thousands of dollars.
To date, according to the information available to our newsroom, no one has been charged in connection with Robinson’s murder, while persons with whom we spoke also indicated that they were unaware of charges having been brought in relation to the recent series of robberies.
The absence of charges has generated considerable discussion within the Grand Turk community, particularly as residents attempt to understand whether they are dealing with separate criminal incidents or a smaller group of offenders responsible for multiple serious crimes.

BUSINESSES TARGETED BY ARMED MEN
Information gathered indicates that several different types of establishments have reportedly been targeted over recent weeks, including gas stations, bars and other businesses. We also received information concerning a supermarket being targeted during the period under review.
Persons who either witnessed or had direct knowledge of some of these incidents described robbers entering establishments armed with firearms and demanding property or money.
We were further told that firearms were allegedly discharged during some incidents, while in others the weapons were used to threaten those present without shots being fired.
Those accounts have contributed to the anxiety now being expressed by law-abiding residents, particularly because Grand Turk has traditionally operated as a close-knit community where residents are familiar with one another and serious incidents can quickly affect the wider island.
Witnesses and other persons familiar with the incidents described some of the suspected perpetrators as appearing to be very young men. Several persons also specifically told our newsroom that the individuals they encountered or heard during the robberies spoke clear English.
Those descriptions remain witness observations and should not be interpreted as establishing the identities, nationality or guilt of any particular individuals.

QUESTIONS OVER POSSIBLE CONNECTION TO ROBINSON MURDER
Perhaps the most significant information emerging during our inquiries involves speculation within the community about whether the robbery spree and Robinson’s killing could somehow be connected.
Persons in Grand Turk told Eagle Legal News they believe there is a possibility that individuals associated with some of the robberies may also have information relevant to the murder investigation, or that some of the same persons could potentially be involved.
At this stage, Eagle Legal News has not independently established such a connection, and we are not reporting that police have concluded that the murder and robberies were committed by the same individuals.
However, information reaching our newsroom indicates that investigators are examining various lines of inquiry as they attempt to determine who is responsible for the recent criminal activities.
The distinction is important. Community suspicions can provide investigators with information worth examining, but they do not constitute evidence of guilt. Until police establish a connection through evidence, the possibility that the crimes are related remains a theory rather than a confirmed fact.

POLICE OPERATIONS INTENSIFY IN GRAND TURK
There are, however, visible indications that law enforcement authorities are taking the situation seriously.
We understands that additional law-enforcement personnel from Providenciales have been deployed to Grand Turk, including investigators and tactical personnel, as authorities attempt to make progress in the outstanding cases and disrupt further criminal activity.
Residents reported seeing increased police operations, including searches at properties believed to be of interest to investigators.
Our newsroom also received complaints from some residents regarding the manner in which certain searches have allegedly been conducted. Some persons claimed that doors were damaged or forced during police operations and raised concerns about searches being conducted at homes while occupants were not present.
These complaints should be considered separately from the underlying criminal investigations. Eagle Legal News has not independently established that any particular police search was unlawful, nor does the existence of a complaint demonstrate misconduct by an officer. Search operations involving serious firearms offences and murder investigations can involve heightened security measures, particularly where police believe weapons may be present.
Nevertheless, law-enforcement powers must always be exercised within the law, and residents remain entitled to raise concerns where they believe officers have acted improperly.
MIXED REACTION TO AGGRESSIVE POLICING
The increased police presence has produced mixed reactions within the community.
Some residents told Eagle Legal News that they are prepared to tolerate a more visible and assertive police presence if it results in firearms being removed from the streets and those responsible for robberies and killings being brought before the courts. For those residents, the recent violence has reached a level where decisive intervention is considered necessary.
Others have expressed concern about policing tactics, particularly in relation to searches and the conduct of some officers involved in operations.
Concerns have also been raised in public discussion surrounding officers deployed from Jamaica to assist the Royal Turks and Caicos Islands Police Force. Those concerns should not be treated as evidence of wrongdoing by the deployed officers, but they demonstrate the importance of maintaining public confidence while carrying out aggressive crime-fighting operations.
Effective policing does not require choosing between enforcement and accountability. Police must have the operational ability to investigate serious crimes, execute lawful searches, recover illegal firearms and arrest suspects while simultaneously respecting the legal rights of residents.
THE CAPITAL ON EDGE
What cannot be ignored is the effect that repeated reports of armed robberies are having on Grand Turk.
A firearm entering a business changes an ordinary commercial establishment into a potential crime scene within seconds. Employees who report to work expecting a normal shift can suddenly find themselves facing an armed individual, while customers purchasing groceries, fuel, food or drinks can become victims simply because they happened to be present.
The concern becomes considerably greater when such incidents are repeated over several weeks without arrest, sufficient enough to charge, immediately bringing the apparent pattern to an end.
The murder of Robinson has now added another dimension to those fears.
Residents are therefore watching closely to determine whether the increased police presence and ongoing investigations will result in arrests and charges.
INVESTIGATION MUST FOLLOW THE EVIDENCE
While frustration is understandable, particularly among victims and business owners, the seriousness of the allegations also makes it essential that investigators build cases capable of surviving scrutiny before the courts.
An arrest alone does not solve a case. Investigators must gather evidence, identify suspects properly, establish the circumstances surrounding each offence and provide prosecutors with sufficient material to determine whether charges can be brought.
Where firearms are involved, that process may include forensic examinations, witness statements, surveillance footage where available, searches, recovery and examination of weapons, telephone or other electronic evidence obtained through lawful processes, and comparisons between different incidents to determine whether there are common characteristics.
If investigators suspect that the same individuals are responsible for several robberies, establishing those links could become particularly important. Equally, if there is evidence connecting any of those individuals to Robinson’s killing, that connection must be demonstrated through evidence rather than community speculation.
GRAND TURK WANTS ANSWERS
What Eagle Legal News encountered during its visit was not simply discussion about one murder. There is a wider concern about what residents describe as several weeks of serious criminal activity involving firearms in the Nation’s Capital.
Business owners and employees want to know that they can operate without being confronted by armed robbers. Customers want to enter establishments without becoming unintended victims. Families want to know that young men carrying firearms are not becoming increasingly comfortable committing robberies within their community.
Most importantly, the family of Ashanio Robinson deserves answers about who killed him and why.
The deployment of additional law-enforcement resources, ongoing searches and investigative activity demonstrate that police operations are underway. What the public is now waiting to see is whether those efforts produce evidence strong enough to identify the persons responsible and place them before the courts.
Eagle Legal News will continue making inquiries into Robinson’s killing and the series of armed robberies reported across Grand Turk. We will also continue seeking information concerning arrests, charges and any evidence establishing whether the recent crimes are connected.
Until those questions are answered, the people of Grand Turk remain understandably concerned that persons responsible for serious armed offences may still be among them.
